The mission of the Department of Code Enforcement is to serve the community by providing for the health, safety, welfare, and safety education of the public. The Department encompasses the following division areas:
- Building Permits
- Building Permit Inspections
- Fire/Life Safety Inspections
- Common Code Violations
The Code Enforcement Officer coordinates the enforcement activities of the various divisions and additionally coordinates cases between the Code Enforcement Office, Planning Board, Board of Appeals, and the Fire Department.
Building Permits
The Code Enforcement Office is tasked with the enforcement of the Building Code of New York State, and local laws and ordinances dealing with building construction, renovations (interior and exterior) and building demolition and removal. Regardless if you need a permit or not all codes must be followed. So if you have a question, call.
Examples of projects that require a permit:
- Any new building
- All additions to existing buildings
- Pools (above ground and in ground over 2 feet in height) Swimming Pool Requirements
- New decks and porches
- Roofs – shingle or metal
- Additions and upgrading to Electrical Systems
- Additions and upgrading to Plumbing Systems
- Additions and upgrading of New Heating Systems
- New Electrical Work
- Wood Stoves & Chimneys
- Demolition of any structure
Outside Solid Fuel Heating Devices are not allowed in the Village.
Building Permit Inspections
Building Inspections are required during each stage of construction to ensure compliance with construction codes and building plans. Inspections are required at the following stages:
- Pre Inspection of Construction
- Footings before back-filling
- Foundations wall before back-filling
- Electrical
- Plumbing
- Framing before enclosing
- Heating, ventilation and air-condition before enclosing
- Insulation before enclosing
- Fire Protection equipment before enclosing
- Final (Certificate Inspection) upon completion of all other inspections
Inspections should be requested at least three business days before inspection is needed.
Fees for implementation of Construction code (not including electrical inspection)
- $0 – $50,000 $35.00
- $50,001 – $100,000 $50.00
- $100,001 – 1,000,000 $150.00
- $1,000,001 and up $ = 1% of cost of construction
- Non – Profit organizations (approval only): FREE
- Fee for not obtaining permit to work Res. #30-11: FEE DOUBLED
- (Building permits are good for one year.)
Complaints
The staff operates upon citizen complaints with a guarantee of anonymity and their own observations. The Code Enforcement Department will work closely with violators to obtain compliance. However, if necessary. the code enforcement staff will present cases to Justice Court for prosecution.
Common Code Violations
Unsafe buildings: Structures that are structurally unstable or abandoned.
Unsecured buildings: Buildings that are abandoned, opened and accessible to children or transients must be boarded up, repaired or demolished.
Lawn and lot maintenance: Weeds and grass that is greater than 10 inches in height for a substantial portion of the lot.
Junked or abandoned vehicles: No special use or storage permits applied for, or having more than one unlicensed vehicle on a property.
Waste materials and trash: Rubbish, trash, garbage, and other waste materials must be stored only in proper receptacles.
